  On page 3, line 25, after the period insert 'The board may
identify by rule circumstances under which the requirement under
this section may be waived.'.
  On page 7, delete lines 30 through 45.
  On page 8, delete lines 1 through 4.
  In line 5, delete '19' and insert '18'.
