  Repeals sunset for provision that allows establishment of guest
ranch in exclusive farm use zone in eastern Oregon.
  Declares emergency, effective December 31, 2001.
 
                        A BILL FOR AN ACT
Relating to guest ranches; creating new provisions; repealing
  sections 3 and 5, chapter 728, Oregon Laws 1997; and declaring
  an emergency.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + Sections 3 and 5, chapter 728, Oregon Laws
1997, are repealed. + }
  SECTION 2.  { + If this 2001 Act does not become effective
until after December 31, 2001, the repeal of section 5, chapter
728, Oregon Laws 1997, by section 1 of this 2001 Act revives
sections 1 and 2, chapter 728, Oregon Laws 1997. If this 2001 Act
does not become effective until after December 31, 2001, section
1 of this 2001 Act shall be operative retroactively to that date,
and the operation and effect of sections 1 and 2, chapter 728,
Oregon Laws 1997, shall continue unaffected from December 31,
2001, to the effective date of this 2001 Act and thereafter. Any
otherwise lawful action taken or otherwise lawful obligation
incurred under the authority of sections 1 and 2, chapter 728,
Oregon Laws 1997, after December 31, 2001, and before the
effective date of this 2001 Act, is ratified and approved. + }
  SECTION 3.  { + This 2001 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2001 Act takes effect December 31,
2001. + }
