  Directs Oregon Watershed Enhancement Board to develop and
implement statewide monitoring program of activities under Oregon
Plan as part of board's watershed enhancement program.
 
                        A BILL FOR AN ACT
Relating to the implementation of the Oregon Plan; amending ORS
  541.365.
Be It Enacted by the People of the State of Oregon:
  SECTION 1. ORS 541.365 is amended to read:
  541.365.  { + (1) + }   { - A watershed enhancement program
shall be conducted by - }  The Oregon Watershed Enhancement Board
 { + shall conduct a watershed enhancement program + } to benefit
all users of the waters of this state. The   { - program shall be
conducted - }   { + board shall conduct the program + } in a
manner that provides the greatest possible opportunity for
volunteer participation to achieve the goals of the program.
   { +  (2) The program developed under this section shall
include development and implementation, in coordination with the
natural resource agencies of the state, of a statewide monitoring
