federal funds.

                        A BILL FOR AN ACT
Relating to state financial administration; appropriating money;
  limiting expenditures; and declaring an emergency.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + There is appropriated to the Department of
Education, for the biennium beginning July 1, 2001, out of the
General Fund, the following amounts, which are to be distributed
as grants-in-aid and to purchase services, for the following
purposes: + }

  SECTION 2.  { + Notwithstanding any other law, the amount of
$14,706,845 is established for the biennium beginning July 1,
2001, as the maximum limit for the payment of grants-in-aid and
purchased services from fees, moneys or other revenues, including
Miscellaneous Receipts, but excluding lottery funds and federal
funds, collected or received by the Department of Education for
other grant programs. + }
  SECTION 3.  { + (1) Notwithstanding any other law, the
following amounts are established for the biennium beginning July
1, 2001, as the maximum limits for the payment of grants-in-aid
and purchased services from federal funds received by the
Department of Education from the United States Department of
Education and other federal agencies other than the United States
Department of Agriculture, with the exception of the Nutrition
Education Program, from the following sources: + }

established for the biennium beginning July 1, 2001, as the
maximum limit for the payment of grants-in-aid and purchased
services from federal funds received by the Department of
Education + }  { +  from the United States Department of
Agriculture. + }
  SECTION 4.  { + Notwithstanding any other law limiting
expenditures of the Department of Education for the payment of
grants-in-aid and purchased services from federal funds received
by the Department of Education from the United States Department
of Agriculture, for the biennium beginning July 1, 1999, the
limitation on expenditures for the Department of Education
established by section 3 (2), chapter 888, Oregon Laws 1999, is
increased by $20 million. + }
  SECTION 5.  { + (1) In addition to and not in lieu of any other
appropriation, there is appropriated to the Emergency Board, out
of the General Fund, for the biennium beginning July 1, 2001, the
following sums for allocation to the Department of Education, for
the following purposes: + }

section are not allocated or obligated by the Emergency Board
prior to November 1, 2002, such unallocated and unobligated
moneys on that date become available for any other purpose for
which the Emergency Board may lawfully allocate funds. + }
  SECTION 6.  { + Notwithstanding any other law, all sections of
this 2001 Act are subject to Oregon Department of Administrative
Services rules related to allotting, controlling, and encumbering
funds. + }
  SECTION 7.  { + This 2001 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2001 Act takes effect on its
passage. + }
