SUMMARY
The following summary is not prepared by the sponsors of the

brief statement of the essential features of the measure.
Appropriates moneys from General Fund to { - Office of Energy
for biennial expenses of department - } { + Emergency Board for
allocation to Office of Energy for debt service for Oregon Museum
of Science and Industry + }.
Limits biennial expenditures from fees, moneys or other
revenues, including Miscellaneous Receipts, excluding lottery
funds and federal funds, collected or received by Office of
Energy.
Excludes from expenditure limitation expenditures for loans for
small scale energy loan projects or for debt service, or to
expenditures made from the Energy Efficient Construction Account.
Limits biennial expenditures of Office of Energy from federal
funds.
Subjects agency to Oregon Department of Administrative Services
allotment process.
Declares emergency, effective July 1, 2001.
A BILL FOR AN ACT
Relating to the financial administration of the Office of Energy;
appropriating money; limiting expenditures; and declaring an
emergency.
Be It Enacted by the People of the State of Oregon:
SECTION 1. { + Notwithstanding any other law, the amount of
$14,846,760 is established for the biennium beginning July 1,
2001, as the maximum limit for payment of expenses from fees,
moneys or other revenues, including Miscellaneous Receipts, but
excluding lottery funds and federal funds, collected or received
by the Office of Energy. + }
SECTION 2. { + Section 1 of this 2001 Act does not affect,
limit or apply to expenditures for loans for small scale energy
loan projects or for debt service. + }
SECTION 3. { + Notwithstanding any other law, the amount of
$7,044,272 is established for the biennium beginning July 1,
2001, as the maximum limit for payment of expenses from federal
funds collected or received by the Office of Energy. + }
SECTION 4. { + (1) In addition to and not in lieu of any other
appropriation, there is appropriated to the Emergency Board, for
the biennium beginning July 1, 2001, out of the General Fund, the
amount of $900,000, for allocation to the Office of Energy for
debt service for the Oregon Museum of Science and Industry.
(2) Allocations under this section are reserved for the Oregon
Museum of Science and Industry in the following manner:
(a) $500,000 for the year beginning July 1, 2001, and ending
June 30, 2002; and
(b) $400,000 for the year beginning July 1, 2002, and ending
June 30, 2003.
(3) If all of the moneys referred to in subsection (1) of this
section are not allocated by the Emergency Board prior to
November 1, 2002, the remaining moneys on that date become
available for any other purpose for which the Emergency Board
lawfully may allocate funds. + }
SECTION 5. { + Notwithstanding any other law, all sections of
this 2001 Act are subject to Oregon Department of Administrative
Services rules related to allotting, controlling, and encumbering
funds. + }
SECTION 6. { + This 2001 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2001 Act takes effect July 1,
2001. + }
