  Appropriates moneys from General Fund to Department of
Environmental Quality for biennial expenses.
  Limits biennial expenditures from fees, moneys or other
revenues, collected or received by Department of Environmental
Quality.
  Limits biennial expenditures of Department of Environmental
Quality from federal funds.
  Excludes debt service, loans made from Pollution Control Fund
and loans made from Water Pollution Control Revolving Fund from
expenditure limitations.
  Limits biennial expenditures from funds received by Department
of Environmental Quality from Administrative Services Economic
Development Fund for debt service.
  Limits biennial expenditures of Department of Environmental
Quality from lottery moneys allocated from Parks and Natural
Resources Fund.
  Subjects agency to Oregon Department of Administrative Services
allotment process.
  Declares emergency, effective July 1, 2001.
 
                        A BILL FOR AN ACT
Relating to the financial administration of the Department of
  Environmental Quality; appropriating money; limiting
  expenditures; and declaring an emergency.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + There is appropriated to the Department of
Environmental Quality, for the biennium beginning July 1, 2001,
out of the General Fund, the amount of $43,070,234. + }
  SECTION 2.  { + Notwithstanding any other law, the amount of
$117,516,688 is established for the biennium beginning July 1,
2001, as the maximum limit for payment of expenses from fees,
moneys or other revenues, including the proceeds of bonds for the
Orphan Site Account and federal funds from the Bureau of Land
Management and U.S. Forest Service, collected or received by the
 
Department of Environmental Quality for smoke monitoring
laboratory services. + }
  SECTION 3.  { + Notwithstanding any other law, the amount of
$305,510 is established for the biennium beginning July 1, 2001,
as the maximum limit for the payment of expenses from lottery
moneys from the Administrative Services Economic Development Fund
to the Department of Environmental Quality for the payment of
debt service on clean water state revolving fund lottery
bonds. + }
  SECTION 4.  { + Notwithstanding any other law, the amount of
$192,000 is established for the biennium beginning July 1, 2001,
as the maximum limit for the payment of expenses from lottery
moneys from the Parks and Natural Resources Fund to the
Department of Environmental Quality for the lower Columbia River
estuary project. + }
  SECTION 5.  { + Section 2 of this 2001 Act does not limit,
affect or apply to expenditures for debt service paid from Other
Funds, for loans made from the Pollution Control Fund or for
loans made from the Water Pollution Control Revolving Fund. + }
  SECTION 6.  { + Notwithstanding any other law, the amount of
$34,693,228 is established for the biennium beginning July 1,
2001, as the maximum limit for the payment of expenses from
federal funds collected or received by the Department of
Environmental Quality. + }
  SECTION 7.  { + Notwithstanding any other law, all sections of
this 2001 Act are subject to Oregon Department of Administrative
Services rules related to allotting, controlling, and encumbering
funds. + }
  SECTION 8.  { + This 2001 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2001 Act takes effect July 1,
2001. + }
