  Appropriates moneys from General Fund to Department of Land
Conservation and Development for biennial expenses.
  Limits biennial expenditures from fees, moneys or other
revenues, including Miscellaneous Receipts, excluding lottery
funds and federal funds, collected or received by Department of
Land Conservation and Development.
  Limits biennial expenditures of Department of Land Conservation
and Development from federal funds.
  Subjects agency to Oregon Department of Administrative Services
allotment process.
  Declares emergency, effective July 1, 2001.
 
                        A BILL FOR AN ACT
Relating to the financial administration of the Department of
  Land Conservation and Development; appropriating money;
  limiting expenditures; and declaring an emergency.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + There is appropriated to the Department of Land
Conservation and Development, for the biennium beginning July 1,
2001, out of the General Fund, the amount of $9,837,820, for the
following purposes and in the following amounts: + }

Services rules related to allotting, controlling, and encumbering

is declared to exist, and this 2001 Act takes effect July 1,
