                        A BILL FOR AN ACT
Relating to state financial administration; and declaring an
  emergency.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + There is transferred to the General Fund, for
the biennium beginning July 1, 2001, the amount of $99,219,713
from the Tobacco Settlement Funds Account established by section
1, chapter ___, Oregon Laws 2001 (Enrolled House Bill 2450). All
transfers under this section shall be set by the Oregon
Department of Administrative Services. + }
  SECTION 2.  { + There is transferred to the Department of Human
Services, for the biennium beginning July 1, 2001, the amount of
$124,000,000 from the Tobacco Settlement Funds Account
established by section 1, chapter ___, Oregon Laws 2001 (Enrolled
House Bill 2450), for the Office of Medical Assistance Programs.
All transfers under this section shall be set by the Oregon
Department of Administrative Services. + }
  SECTION 3.  { + There is transferred to the Insurance Pool
Governing Board, for the biennium beginning July 1, 2001, the
amount of $19,980,287 from the Tobacco Settlement Funds Account
established by section 1, chapter ___, Oregon Laws 2001 (Enrolled
House Bill 2450), for the Family Health Insurance Assistance
Program. All transfers under this section shall be set by the
Oregon Department of Administrative Services. + }
  SECTION 4.  { + There is transferred to the Department of Human
Services, Health Division, for the biennium beginning July 1,
2001, the amount of $5,000,000 from the Tobacco Settlement Funds
Account established by section 1, chapter ___, Oregon Laws 2001
(Enrolled House Bill 2450), for tobacco use prevention. All
transfers under this section shall be set by the Oregon
Department of Administrative Services. + }
  SECTION 5.  { + There is transferred to the Health Care Trust
Fund, for the biennium beginning July 1, 2001, an amount not to
exceed $100,000,000 from the Tobacco Settlement Funds Account
established by section 1, chapter ___, Oregon Laws 2001 (Enrolled
House Bill 2450). All transfers under this section shall be set
by the Oregon Department of Administrative Services. + }
  SECTION 6.  { + This 2001 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2001 Act takes effect July 1,
