71st OREGON LEGISLATIVE ASSEMBLY--2001 Regular Session

                            Enrolled

                 Senate Concurrent Resolution 1

Sponsored by Senators L BEYER, CASTILLO, CORCORAN, GEORGE,
Representatives ACKERMAN, BARNHART, BROWN, HAYDEN, KING,
  MORRISETTE, VERGER, V WALKER

Whereas Lane County was established on January 28, 1851, and
was created from the southern part of Linn County and that
portion of Benton County that was east of Umpqua County; and
Whereas Lane County originally constituted all of southern
Oregon, extending east to the Rocky Mountains and south to the
California border, and was named after the Oregon Territory's
first governor, Joseph Lane; and
Whereas Lane County has been modified from its original size
and shifted from its original location by several boundary
changes and is now situated in west central Oregon; and
Whereas the boundaries of Lane County now include the Pacific
Ocean to the west, the crest of the Cascade Mountains to the east
and some of the headwaters of the McKenzie, Willamette, Long Tom
and Siuslaw Rivers; and
Whereas Lane County's 4,620 square miles of territory are
bounded by the counties of Lincoln, Benton and Linn to the north,
Deschutes and Klamath to the east and Douglas to the south; and
Whereas when the territorial legislature created Lane County,
it did not designate a county seat, therefore in 1853 four sites
competed for the designation and the 'Mulligan donation, '
contiguous to the 'Skinner claim,' together became part of the
new county seat known as Eugene, which takes its name from the
pioneer Eugene Skinner; and
Whereas the occasion of the 150th anniversary of the creation
of Lane County as a political subdivision of territorial, and
subsequently state, government is a historic and noteworthy
event; now, therefore,

Be It Resolved by the Legislative Assembly of the State of
  Oregon:

That we, the members of the Seventy-first Legislative Assembly,
designate Sunday, January 28, 2001, as Lane County
Sesquicentennial Day for the State of Oregon; and be it further
Resolved, That we congratulate the citizens of Lane County on
this important milestone.
