  Whereas Elizabeth (Becky) Hill Johnson grew up in a small Ohio
railroad and farming community; and
  Whereas after graduating second in her high school class, she
earned a four-year scholarship to Miami University in Oxford,
Ohio, from which she graduated summa cum laude with a bachelor of
science degree in education; and
  Whereas she received a full scholarship to Wellesley College to
pursue a master of arts degree in English; and
  Whereas she was a teacher of English, Latin, speech and drama;
and
  Whereas following Pearl Harbor and the beginning of World War
II she volunteered and was accepted for officer training in the
United States Navy's Women Accepted for Volunteer Emergency
Service (WAVES); and
  Whereas she was called to active duty in 1943 and retired from
the WAVES in 1951 with the permanent rank of lieutenant; and
  Whereas in 1947 she and her husband Samuel S. Johnson moved to
Redmond, Oregon, where Becky Johnson became involved as a
volunteer in a broad range of civic, political, social and public
service activities and in the maintenance and management of the
Johnsons' 160 acres of forestland, which includes the headwaters
of the Metolius River, Camp Sherman; and
  Whereas in 1948 she and her husband founded the S.S. Johnson
Foundation, where Becky Johnson served as director, vice
president and currently serves as president; and
  Whereas she has always been involved in civic, social,
nonprofit and political organizations; and
  Whereas the S.S. Johnson Foundation has been able to make
modest contributions to organizations in the fields of education,
science, health care, arts and culture and social services; and
  Whereas the S.S. Johnson Foundation has been able to provide
grants and loans to post-secondary students; and
  Whereas in 1962 she was elected school board member in the
Redmond Elementary District; and
  Whereas she was then appointed by Governor Mark O. Hatfield to
the Oregon State Board of Higher Education; and
  Whereas she served on the Oregon State Board of Higher
Education for 13 years, 10 of which as Chairman of the Academic
Affairs Committee; and
  Whereas she served for seven years as a member of the Oregon
Educational Coordinating Commission, appointed by Governor Robert
W. Straub; and
  Whereas she was appointed by Governor Victor G. Atiyeh in 1982
as a public member of the state Teacher Standards and Practices
Commission; and
  Whereas nationally she has served on the Board of the
Association of Governing Boards of Universities and Colleges; and

  Whereas she has been an invited speaker to the National
Association of Independent Colleges and Universities, American
Association for Higher Education and National Association of
State Universities and Land-Grant Colleges, among others; and
  Whereas as a long-time board member, she has served with
distinction on the Oregon Historical Society, Central Oregon
District Hospital, The High Desert Museum, Lewis and Clark
College, Pacific University, Deschutes County Historical Society,
Central Oregon Council on Aging, Oregon 4-H Foundation, and the
Advisory Group of the Deschutes National Forest and The Museum at
Warm Springs, among others; and
  Whereas she has been honored with many awards, including the
Aubrey R. Watzek Award by Lewis and Clark College; and
  Whereas she was included as one of Oregon's women leaders in
the book Images of Oregon Women by Ellen Nichols; and
  Whereas in 1993 she was among the first recipients of the
Oregon Historical Society's Thomas Jefferson Award, the society's
highest tribute recognizing an individual whose knowledge of
Oregon and participation in civic, intellectual and cultural life
embodies the spirit and memory of the grandfather of Oregon,
Thomas Jefferson; and
  Whereas a medical clinic in Redmond was named in her and her
husband's honor; and
  Whereas in 2000 the Redmond Community Center for services to
children and families was named in her honor the Becky Johnson
Community Center; now, therefore,
 
Be It Resolved by the Legislative Assembly of the State of
  Oregon:
 
  That we, the members of the Seventy-first Legislative Assembly,
express our sincere appreciation for the continuing commitment
and contribution of Becky Johnson to the State of Oregon; and be
it further
  Resolved, That a copy of this resolution be presented to Becky
Johnson, and to her daughter, state Representative Betsy Johnson,
as an expression of our esteem.
