SUMMARY

brief statement of the essential features of the measure.
Creates joint interim task force to make recommendations about
disaster preparedness and hazard mitigation.
JOINT RESOLUTION
Be It Resolved by the Legislative Assembly of the State of
Oregon:
(1) There is created a Joint Interim Disaster Relief Task Force
consisting of 15 members. The members of the task force shall be:
(a) Three members of the Senate appointed by the President of
the Senate;
(b) Four members of the House of Representatives appointed by
the Speaker of the House of Representatives;
(c) One individual representing Oregon cities appointed by the
President of the Senate;
(d) One individual representing Oregon cities appointed by the
Speaker of the House of Representatives;
(e) One individual representing Oregon counties appointed by
the President of the Senate;
(f) One individual representing Oregon counties appointed by
the Speaker of the House of Representatives;
(g) One individual representing the Special Districts
Association of Oregon appointed by the President of the Senate;
(h) One individual representing the Special Districts
Association of Oregon appointed by the Speaker of the House of
Representatives;
(i) One individual representing other stakeholder interests
appointed by the President of the Senate; and
(j) One individual representing other stakeholder interests
appointed by the Speaker of the House of Representatives.
(2)(a) All appointments shall be completed by the later of 30
days after adjournment sine die of the regular session of the
Seventy-first Legislative Assembly or September 30, 2001. The
task force shall have its first meeting on or before the later of
45 days after adjournment sine die of the regular session of the
Seventy-first Legislative Assembly or November 30, 2001.
(b) The task force shall elect two of its members as
cochairpersons.
(3) The task force shall study and make recommendations for the
development and funding of disaster preparedness and hazard
mitigation components of a comprehensive statewide disaster
relief program. The task force shall report its recommendations
to the appropriate interim committee not later than December 31,
2002.
(4) The appointing authorities, in consultation with the task
force cochairpersons, shall develop a work plan consisting of a
list of subjects for study by the task force. The work plan
developed for the task force shall be filed with the Legislative
Administrator. The work plan may be modified by the appointing
authorities after consultation with the task force
cochairpersons.
(5) Except as otherwise provided in this resolution, the task
force is subject to the provisions of ORS 171.605 to 171.635 and
has the authority contained in ORS 171.505 and 171.510.
(6) The Legislative Administration Committee shall provide
staff necessary to assist the task force to perform its
functions. The Legislative Administrator may cause to be
employed persons necessary to assist the task force to perform
its functions and shall fix the duties and amount of compensation
of these employees. The task force shall use the services of
permanent legislative staff to the greatest extent practicable.
(7) Members of the Legislative Assembly appointed to the task
force shall be entitled to an allowance as authorized by ORS
171.072 from moneys appropriated to the Legislative Assembly.
Other members of the task force are entitled to compensation and
expenses under ORS 292.495. Claims for expenses incurred in
performing functions of the task force shall be paid out of
moneys available for that purpose.
(8) All agencies, departments and officers of this state are
directed to assist the task force in the performance of its
functions and to furnish such information and advice as the
members of the task force consider necessary to perform their
functions.
(9) Official action by the task force shall require the
approval of a majority of the quorum of the members of the task
force. Legislation recommended by official action of the task
force must indicate that it is introduced at the request of the
task force. Any legislation recommended shall be prepared in time
for presession filing pursuant to ORS 171.130.
(10) Subject to the approval of the Emergency Board, the task
force may accept contributions of funds and assistance from the
United States Government, its agencies, or from any source,
public or private, and agree to conditions thereon not
inconsistent with the purposes of the task force. All such funds
are to aid in financing the functions of the task force and shall
be deposited in the General Fund of the State Treasury to the
credit of a separate account for the task force and shall be
disbursed for the purpose for which contributed in the same
manner as funds appropriated for the task force.
