                             SUMMARY

specifying preference for closed-captioned videos when ordering

                        JOINT RESOLUTION
  Whereas the use of educational videos is commonplace in
Oregon's public schools; and
  Whereas fewer than 20 percent of current educational videos are
closed-captioned; and
  Whereas educational videos made solely for classroom use do not
fall under the federal Telecommunications Act of 1996 requiring
closed captioning; and
  Whereas the use of noncaptioned videos in classrooms
effectively excludes deaf or hard-of-hearing students from the
activity; and
  Whereas closed-captioned videos are recognized by special
education professionals to be of value in facilitating the
language acquisition and reading skills of the learning disabled,
of English language learners and other students whose learning
modality requirements strongly rely on visual rather than
auditory input and of the general student population; now,
therefore,
Be It Resolved by the Legislative Assembly of the State of
  Oregon:
  That we, the members of the Seventy-first Legislative Assembly,
establish the goal of encouraging the State Board of Education,
local school district boards and education service district
boards to specify a preference for closed-captioned videos when
ordering new educational materials.
