To the Senate and House of Representatives of the United States
of America, in Congress assembled:
We, your memorialists, the Senate of the State of Oregon, in
legislative session assembled, respectfully represent as follows:
Whereas in the building of Detroit Lake, the City of Detroit,
Oregon, was forced to relocate due to the inundation that was to
follow; and
Whereas in the development of the master plan for the Detroit
Project, recreational use was declared the second highest use of
the waters of Detroit Lake; and
Whereas a majority of the land in the region of Detroit Lake is
controlled by the federal government, through the United States
Forest Service; and
Whereas the federal forest policy regarding the management of
the Willamette National Forest has significantly reduced the
amount of timber harvested in the North Santiam Canyon; and
Whereas the economic base of the North Santiam Canyon has
broadened from a timber-dependent community to one centered on
tourism and recreation using Detroit Lake; and
Whereas the Willamette Basin Plan for management of the 11 dams
operated by the United States Army Corps of Engineers has
assigned recreation as a high-priority purpose for the various
Willamette reservoirs; and
Whereas Detroit Lake is first in priority for recreational use
of reservoirs in the Willamette Basin; and
Whereas Detroit Lake is the most highly used recreational lake
in the Willamette Basin; and
Whereas the North Santiam Canyon area is one of the most highly
used recreational areas in the State of Oregon; now, therefore,
Be It Resolved by the Senate of the State of Oregon:
(1) The Congress of the United States of America is
respectfully requested to direct the United States Army Corps of
Engineers to uphold the agreement made with North Santiam Canyon
residents and to place the highest priority on retaining Detroit
Lake as a recreational lake.
(2) A copy of this memorial shall be sent to each member of the
Oregon Congressional Delegation.
