                       HOUSE AMENDMENTS TO
                    HOUSE JOINT RESOLUTION 70

  Delete lines 3 through 24 of the printed joint resolution and
insert:
  '  { +  PARAGRAPH 1. + } The Constitution of the State of
Oregon is amended by creating a new section 34 to be added to and
made a part of Article IV, such section to read:
  '  { +  SECTION 34. + }  { + (1) A person may not serve more
than 12 years in the Oregon Legislative Assembly in any 16-year
period.
  ' (2) Notwithstanding section 12, Article II of this
Constitution, when a person is appointed or elected to fill a
vacancy in the office of state Senator or state Representative,
the service of the person shall be counted for purposes of
subsection (1) of this section.
  ' (3)(a) Except as provided in paragraph (b) of this
subsection, a person may not appear on the ballot as a candidate
for the office of state Senator or state Representative if
serving a full term in the office would cause the person to
violate any provision of this section.
  ' (b) A person may not appear on the ballot as a candidate to
fill a vacancy in the office of state Senator or state
Representative, and may not be appointed to fill a vacancy in the
office of state Senator or state Representative, if serving the
remainder of the term of the vacant office would cause the person
to violate any provision of this section.
  ' (4) This section first applies to:
  ' (a) Years of service beginning on the first day of the next
full term of office that begins after the effective date of this
section; and
  ' (b) Years of service by a person filling a vacancy that
occurs after the effective date of this section. + }
 
  '  { +  PARAGRAPH 2. + }  { + The amendment proposed by this
resolution shall be submitted to the people for their approval or
rejection at the next regular general election held throughout
this state. + } ' .
