Relating to state financial administration; appropriating money; limiting expenditures; and declaring an emergency.
Be It Enacted by the People of the State of
SECTION 1. Notwithstanding any other law appropriating or allocating moneys, limiting expenditures or otherwise adjusting appropriations, allocations or expenditure limitations, and in addition to any action taken by the Emergency Board and by the Legislative Assembly in special session, the authorized appropriations, allocations or expenditure limitations for the following agencies and programs of the State of Oregon are changed by the amounts specified for the biennium ending June 30, 2003:

SECTION 2. The General Fund appropriations made to the Water Resources Department for the Governor's Watershed Enhancement Board grants by section 1 (5)(b), chapter 6, Oregon Laws 1997, as modified by section 14, chapter 906, Oregon Laws 1999, is reduced by $115,000.
SECTION 3. (1)
The General Fund appropriation made to the Legislative Revenue Officer for the
Revenue Options, School Funding and Accountability Task Force and the Revenue
Options, School Funding and Accountability Advisory Council by section 4,
chapter 10, Oregon Laws 2002 (third special session), is reduced by $8,000.
(2) The General Fund appropriation made to the Emergency Board for expenses related to submitting measures to the people at the September 17, 2002, special election by section 10 (1), chapter 1, Oregon Laws 2002 (third special session), is reduced by $131,311.
SECTION 4. Notwithstanding any other law appropriating or allocating moneys, limiting expenditures or otherwise adjusting appropriations, allocations or expenditure limitations, and in addition to any action taken by the Emergency Board and by the Legislative Assembly in special session, the authorized appropriations, allocations or expenditure limitations for the following agencies and programs of the State of Oregon are changed by the amounts specified for the biennium ending June 30, 2003:

SECTION 6. (1)
The General Fund appropriation to the Department of Education by section 2,
chapter 890, Oregon Laws 2001, for the fiscal year beginning July 1, 2002, for
the State School Fund is increased by $150,000,000.

SECTION 10. (1)
Section 9 of this 2003 Act becomes operative only if the economic and revenue
forecast for the remainder of the biennium ending on June 30, 2003, that is
scheduled to be released on May 15, 2003, by the Oregon Department of
Administrative Services is more than $150 million below the forecast that was
released on February 28, 2003. For purposes of this subsection, the amount of
the forecast does not include any proceeds of bonds issued under chapter 11,

If the condition specified in subsection (1) of this section is met, section 9
of this 2003 Act becomes operative on
SECTION 11. This 2003 Act being necessary for the immediate preservation of the public peace, health and safety, an emergency is declared to exist, and this 2003 Act takes effect on its passage.
