AN ACT

Relating to membership of the Capitol Planning Commission; amending ORS 276.030.
Be It Enacted by the People of the State of
Oregon:
SECTION 1. ORS 276.030 is amended to read:
276.030. (1) The Capitol Planning Commission is established as a permanent agency of the State of Oregon. The commission shall consist of nine members. Of the nine members of the commission:
(a) [Three] Four members shall be persons appointed by the Governor; [however, not more than one of such persons shall be a resident of Marion County or Polk County;]
(b) One member shall be the Mayor of the City of Salem or the designee of the mayor;
(c) One member shall be the chairperson of the planning commission of the City of Salem or [the designee of the chairperson, who shall be a person serving as] a member of [such] the planning commission who is designated by the chairperson;
(d) One member shall be the Director of the Oregon Department of Administrative Services or the designee of the director;
[(e) One member shall be the Director of the Oregon Department of Administrative Services or the designee of the director;]
[(f)] (e) One member, who shall be an advisory member without vote, shall be the President of the Senate or [the designee of the President of the Senate, who shall be] a person serving in the Senate who is designated by the President; and
[(g)] (f) One member, who shall be an advisory member without vote, shall be the Speaker of the House of Representatives or [the designee of the Speaker of the House of Representatives, who shall be] a person serving in the House of Representatives who is designated by the Speaker.
(2)
Of the four members appointed by the Governor:
(a)
Not more than two members may be residents of Marion County or Polk County; and
(b) Only one member may be employed by a public body as defined in ORS 174.109.
[(2)] (3) The term of office of [each of] the [three] four members of the commission appointed by the Governor shall be four years, but each such member shall serve at the pleasure of the Governor.
[(3)] (4) A vacancy in the office of any of the [three] four members of the commission appointed by the Governor shall be filled by the Governor by appointment for the unexpired term.
[(4)] (5) From among its members, the commission shall elect a chairperson and a vice chairperson, who shall serve as officers for a term of one year and may be reelected to succeed themselves.
