AN ACT
SB 870
Relating to instruction on a semester basis in higher education; and declaring an emergency.
Be It Enacted by the People of the State of
Oregon:
SECTION
1. (1) The Joint Boards of
Education, in collaboration with representatives of Blue Mountain Community
College, Treasure Valley Community College and Eastern Oregon University, shall
form a working group to conduct a study of the feasibility of providing
instruction on a semester basis at Blue Mountain Community College, Treasure
Valley Community College and Eastern Oregon University.
(2) The working group shall report its findings to the State Board of Education and the State Board of Higher Education no later than February 29, 2004.
SECTION
2. (1) Not later than June 30,
2004, the State Board of Higher Education must:
(a)
Decide whether Eastern Oregon University will provide instruction on a semester
basis; and
(b)
If the board decides that Eastern Oregon University will provide instruction on
a semester basis, approve the provision of instruction on a semester basis.
(2) The State Board of Higher Education shall report the decision made under subsection (1) of this section to the Seventy-third Legislative Assembly in the manner provided by ORS 192.245 no later than February 1, 2005.
SECTION 3. This 2003 Act being necessary for the immediate preservation of the public peace, health and safety, an emergency is declared to exist, and this 2003 Act takes effect July 1, 2003.
