Chapter 437 Oregon Laws 2003

 

AN ACT

 

SB 5520

 

Relating to the financial administration of the Oregon State Fair and Exposition Center; appropriating money; limiting expenditures; and declaring an emergency.

 

Be It Enacted by the People of the State of Oregon:

 

          SECTION 1. There is appropriated to the Oregon State Fair and Exposition Center, for the biennium beginning July 1, 2003, out of the General Fund, the amount of $1,327,765.

 

          SECTION 2. (1) Notwithstanding any other law limiting expenditures, the amount of $11,847,850 is established for the biennium beginning July 1, 2003, as the maximum limit for payment of expenses from fees, moneys or other revenues, including Miscellaneous Receipts, but excluding lottery funds and federal funds, collected or received by the Oregon State Fair and Exposition Center.

          (2) For purposes of this section, an amount not to exceed $1,877 may be expended for special entertainment and promotion.

 

          SECTION 3. Notwithstanding any other law limiting expenditures, the amount of $3,912,948 is established for the biennium beginning July 1, 2003, as the maximum limit for payment of expenses from lottery moneys allocated from the Administrative Services Economic Development Fund to the Oregon State Fair and Exposition Center for debt service.

 

          SECTION 4. For the biennium beginning July 1, 2003, expenditures for debt service to retire revenue bonds and certificates of participation are not limited.

 

          SECTION 5. This 2003 Act being necessary for the immediate preservation of the public peace, health and safety, an emergency is declared to exist, and this 2003 Act takes effect July 1, 2003.
