Chapter 510 Oregon Laws 2003
AN ACT
HB 5011
Relating to the financial administration of the Department of Consumer and Business Services; limiting expenditures; and declaring an emergency.
Be It Enacted by the People of the State of
Oregon:
SECTION 1. Notwithstanding any other law limiting expenditures, the amount of $178,364,392 is established for the biennium beginning July 1, 2003, as the maximum limit for payment of expenses from fees, moneys or other revenues, including Miscellaneous Receipts, and including federal funds, collected or received by the Department of Consumer and Business Services for occupational safety and health-related activities, manufactured home inspections and senior health insurance benefit programs.
SECTION
2. For the biennium beginning
July 1, 2003, the following expenditures are not limited:
(1)
From the Workers’ Benefit Fund;
(2)
From the Self-Insured Employer Adjustment Reserve;
(3)
From the Self-Insured Employer Group Adjustment Reserve;
(4)
From the Oregon Medical Insurance Pool Account for payment of claims and third
party administration contracts;
(5)
From the Consumer and Business Services Fund for payment of contracted
collection costs, including contracted processing costs for the Combined Tax
Reporting Program, contracted building codes permit issuance costs and workers’
compensation paying agent reimbursements as outlined in ORS 656.307;
(6)
From the Funeral and Cemetery Consumer Protection Trust Fund; and
(7) Special payments to Oregon Health and Science University for research on occupational illness and disease.
SECTION 3. This 2003 Act being necessary for the immediate preservation of the public peace, health and safety, an emergency is declared to exist, and this 2003 Act takes effect July 1, 2003.
