AN ACT
SB 5527
Relating to the financial administration of the Division of State Lands; appropriating money; limiting expenditures; and declaring an emergency.
Be It Enacted by the People of the State of
Oregon:
SECTION 1. There is appropriated to the Division of State Lands, for the biennium beginning July 1, 2003, out of the General Fund, the amount of $29,311 for the Natural Heritage Advisory Council.
SECTION 2. Notwithstanding any other law limiting expenditures, the following amounts are established for the biennium beginning July 1, 2003, as the maximum limits for payment of expenses from fees, moneys or other revenues, including Miscellaneous Receipts, but excluding lottery funds and federal funds, collected or received by the Division of State Lands for the following purposes:
(1) Natural Heritage Advisory

(2) South Slough Estuarine
Sanctuary
operations...................... $ 1,002,475
(3) Common School Fund
programs.......................................... $ 13,021,016
(4) Capital improvements..................... $ 366,009
(5) Oregon Wetlands Mitigation
Bank Revolving Fund Account....... $ 350,000
SECTION 3. Notwithstanding any other law limiting expenditures, the following amounts are established for the biennium beginning July 1, 2003, as the maximum limits for payment of expenses from federal funds collected or received by the Division of State Lands for the following purposes:
(1) Natural Heritage Advisory
Council............................................. $ 69,303
(2) South Slough Estuarine
Sanctuary
operations...................... $ 1,000,256
(3) Common School Fund
programs.......................................... $ 508,248
SECTION 4. For the biennium beginning July 1, 2003, expenditures for distribution of interest earnings on the Common School Fund to counties for apportionment among the school districts of the county, unclaimed property finders fees or State Treasurer charges for investment related transactions are not limited.
SECTION 5. This 2003 Act being necessary for the immediate preservation of the public peace, health and safety, an emergency is declared to exist, and this 2003 Act takes effect July 1, 2003.
