Chapter 722 Oregon Laws 2003

 

AN ACT

 

HB 5013

 

Relating to the financial administration of the Economic and Community Development Department; appropriating money; limiting expenditures; and declaring an emergency.

 

Be It Enacted by the People of the State of Oregon:

 

          SECTION 1. There is appropriated to the Economic and Community Development Department, for the biennium beginning July 1, 2003, out of the General Fund, the amount of $1,200,000 for the Oregon Arts Commission.

 

          SECTION 2. Notwithstanding any other law limiting expenditures, the following amounts are established for the biennium beginning July 1, 2003, as the maximum limits for payment of expenses from fees, moneys or other revenues, including Miscellaneous Receipts, but excluding lottery funds and federal funds, collected or received by the Economic and Community Development Department for the following purposes:

 

      (1)    Administration of department

              and community development

              programs (program services)............     $      8,040,090

      (2)    Oregon Community

              Development Program......................     $    23,389,811

      (3)    Oregon Tourism Commission...........     $         190,355

      (4)    Arts....................................................     $         372,439

 

          SECTION 3. Notwithstanding any other law limiting expenditures, the following amounts are established for the biennium beginning July 1, 2003, as the maximum limits for payment of expenses from lottery moneys allocated from the Administrative Services Economic Development Fund to the Economic and Community Development Department for the following purposes:

 

      (1)    Administration of department

              and community development

              programs (program services)............     $    15,601,136

      (2)    Oregon Community

              Development Program......................     $    26,838,118

      (3)    Oregon Film and Video Office..........     $         821,880

      (4)    Oregon Tourism Commission...........     $      4,037,985

      (5)    Debt service (pass-through).............     $    35,579,534

 

          SECTION 4. Notwithstanding any other law limiting expenditures, the following amounts are established for the biennium beginning July 1, 2003, as the maximum limits for payment of expenses from federal funds collected or received by the Economic and Community Development Department for the following purposes:

 

      (1)    Administration of department

              and community development

              programs (program services)............     $      1,570,694

      (2)    Oregon Community

              Development Program......................     $    33,675,944

      (3)    Oregon Tourism Commission...........     $           81,250

      (4)    Arts....................................................     $      1,654,700

 

          SECTION 5. For the biennium beginning July 1, 2003, expenditures for payments of loans to programs in the Oregon Community Development Program, the composite Revenue Bond Program and the Industrial Development Revenue Bond Program are not limited.

 

          SECTION 6. The Director of the Economic and Community Development Department may transfer among programs and administrative divisions within the Economic and Community Development Department an amount not to exceed five percent of the amount budgeted for personal services, other services, supplies and capital outlay and funded by lottery revenues for the biennium beginning July 1, 2003.

 

          SECTION 7. This 2003 Act being necessary for the immediate preservation of the public peace, health and safety, an emergency is declared to exist, and this 2003 Act takes effect July 1, 2003.
