                             SUMMARY
 
The following summary is not prepared by the sponsors of the
measure and is not a part of the body thereof subject to
consideration by the Legislative Assembly. It is an editor's
brief statement of the essential features of the measure as
introduced.
 
  Directs Economic and Community Development Department to
designate sites for industrial development. Directs cities and
counties having jurisdiction over sites to zone sites for
industrial development. Prohibits Land Conservation and
Development Commission from requiring sites to comply with land
use planning goals. Authorizes developer to submit consolidated
application for all local permits necessary to develop site.
 
                        A BILL FOR AN ACT
Relating to economic development.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + (1) Notwithstanding any land use planning goals
adopted under ORS 197.225 or any restrictions on the use of rural
lands pursuant to ORS chapters 197 and 215, the Economic and
Community Development Department shall designate specific sites
in the state for industrial development.
  (2) The governing body of a city or county having jurisdiction
over a site that has been designated by the department for
industrial development shall amend the city or county's
comprehensive plan and zoning regulations, or adopt new
regulations, to allow for industrial development on the site. The
Land Conservation and Development Commission may not require that
an amendment to a comprehensive plan or land use regulation or a
new land use regulation, adopted under this subsection, be in
compliance with the land use planning goals adopted under ORS
197.225.
  (3) Consistent with ORS 215.416 (2) and 227.175 (2), the
governing body of a city or county shall allow a person seeking
to develop a site designated for industrial development under
this section to submit a consolidated application for all permits
necessary to develop the site. Notwithstanding ORS 215.427 (1)
and 227.178 (1), the governing body shall take final action on
the application within 90 days of the date the completed
application is submitted to the governing body. + }
