In line 2 of the printed bill, after the semicolon insert '
creating new provisions;' and after '459.775' insert '; limiting
expenditures; and declaring an emergency'.
After line 14, insert:
' { + SECTION 2. + } { + Notwithstanding the purposes for
which moneys in the Waste Tire Recycling Account may be used, and
notwithstanding the continuous appropriation of moneys in the
account to the Department of Environmental Quality pursuant to
ORS 459.775, the amount of $625,000 is transferred from the Waste
Tire Recycling Account to the State Police Account established
pursuant to ORS 181.175 to be expended for Department of State
Police patrol services activities and operations. + }
' { + SECTION 3. + } { + Notwithstanding any other law
limiting expenditures, the limitation on expenditures established
by section 2 (1), chapter 776, Oregon Laws 2001, for the biennium
beginning July 1, 2001, as the maximum limit for payment of
expenses from fees, moneys or other revenues, including
Miscellaneous Receipts, but excluding lottery funds, collected or
received by the Department of State Police, is increased by
$625,000 for the purposes of carrying out the provisions of
section 2 of this 2003 Act. + }
' { + SECTION 4. + } { + This 2003 Act being necessary for
the immediate preservation of the public peace, health and
safety, an emergency is declared to exist, and this 2003 Act
takes effect on its passage. + } ' .
