and insert 'prescribing an effective date.'.
  Delete line 3.
  On page 4, line 23, after '(1)' insert 'Subject to the
availability of moneys from the General Fund,'.
  In line 28, after the first comma delete the rest of the line.
  In line 29, delete 'funded with state alcohol and drug'.
  In line 30, delete 'abuse funds'.
  On page 5, line 3, delete '2003-2005' and insert ' 2005-2007'.
  In line 7, delete '2005, to the Seventy-third' and insert '
2007, to the Seventy-fourth'.
  Delete lines 9 through 11 and insert:
  '  { +  SECTION 7. + }  { + This 2003 Act takes effect on July
1, 2005. + } ' .
