Transfers power to appoint director of Oregon Commission for
Voluntary Action and Service from commission to Director of
Housing and Community Services Department.
A BILL FOR AN ACT
Relating to Oregon Commission for Voluntary Action and Service;
amending ORS 458.563.
Be It Enacted by the People of the State of Oregon:
SECTION 1. ORS 458.563 is amended to read:
458.563. (1) { + Subject to any applicable provisions of ORS
chapter 240 and prior approval by + }the Oregon Commission for
Voluntary Action and Service { + , the Director of the Housing
and Community Services Department + } shall appoint a director
{ - to serve at the pleasure - } of the commission. The
director { + of the commission + } must have experience and
education in public administration or nonprofit management.
(2) The { - designation - } { + appointment + } of the
director { + of the commission + }must be by written order,
filed with the Secretary of State.
{ - (3) Subject to any applicable provisions of the State
Personnel Relations Law, the director shall appoint all
subordinate officers and employees of the commission, prescribe
their duties and fix their compensation. - }
{ - (4) The director shall cooperate with the Housing and
Community Services Department in the development and
administration of non-policymaking activities, including but not
limited to rules for commission personnel, fiscal practices and
purchasing of commission supplies. - }
{ + (3) The Housing and Community Services Department shall
assist the commission in establishing goals and standards,
clarifying policy and reviewing work priorities and work
products. The director of the commission shall work under the
supervision of the Director of the Housing and Community Services
Department to provide support to the commission. The director of
the commission shall report to the Director of the Housing and
Community Services Department or a designee. + }
