                             SUMMARY

    { - Prohibits City of Salem from requiring payment - }
 { + Authorizes free parking pass to certain individuals + } for
parking motor vehicle on streets adjacent to State Capitol.
 
                        A BILL FOR AN ACT
Relating to motor vehicle parking adjacent to the State Capitol.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + (1) As used in this section:
  (a) 'Lobbying' has the meaning given that term in ORS 171.725.
  (b) 'Motor vehicle' has the meaning given that term in ORS
801.360.
  (2) If an individual who is not registered, or is not required
to be registered, under ORS 171.740 shows the Legislative
Administrator that the individual has traveled to the State
Capitol for lobbying, the Legislative Administrator shall issue
the individual a pass that allows the individual to park the
individual's motor vehicle free of charge on:
  (a) State Street Northeast, between Cottage Street and Waverly
Street.
  (b) Waverly Street Northeast, between State Street and Court
Street.
  (c) Court Street Northeast, between Waverly Street and Cottage
Street.
  (d) Cottage Street Northeast, between Court Street and State
Street.
  (3) To show the Legislative Administrator that the individual
has traveled to the State Capitol for lobbying, the individual
shall provide to the Legislative Administrator:
  (a) A copy of the individual's written testimony;
  (b) A copy of the information that the individual plans to
distribute;
  (c) The name of the member or committee of the Legislative
Assembly that has arranged for the individual to travel to the
State Capitol for lobbying; or
  (d) Any other information that the Legislative Administrator
considers sufficient to establish that the individual has
traveled to the State Capitol for lobbying.
 
  (4) The pass issued under subsection (2) of this section
entitles the individual to park free of charge on the date
specified on the pass.
  (5) The Legislative Administrator may not charge the individual
for the pass.
  (6) For the period of time that the pass is valid, the City of
Salem may not require payment from an individual who displays the
pass in the individual's motor vehicle.
  (7) This section does not affect the authority of the
Legislative Administration Committee under ORS 276.002. + }
