Requires Joint Legislative Committee on Ways and Means, before
beginning process of considering budgets or appropriation bills,
to prioritize uses of state revenue, giving first priority to
funds necessary to fulfill obligations imposed by law or
contract.
A BILL FOR AN ACT
Relating to duties of the Joint Legislative Committee on Ways and
Means; amending ORS 171.559.
Be It Enacted by the People of the State of Oregon:
SECTION 1. ORS 171.559 is amended to read:
171.559. { + (1) + } The Joint Legislative Committee on Ways
and Means shall examine budgets based upon policy where budget
policies affect more than one agency pursuant to the policies
stated in ORS 171.557.
{ + (2) Before the committee begins the process of
considering budgets or appropriation bills as defined in ORS
291.336, the committee shall:
(a) Identify the obligations imposed upon the state by law or
contract.
(b) Determine the amount of funds necessary to fulfill the
obligations.
(c) Identify the sources of revenue for the funds.
(d) Prioritize the uses of state revenue, giving first priority
to the funds necessary to fulfill the obligations. + }
