  On page 1 of the printed bill, line 9, before 'staff ' insert
'temporary'.
  In line 10, delete ', while' and insert 'are' and after '
provide' insert a period and delete the rest of the line.
  Delete line 11.
  Delete lines 14 through 16 and insert:
  ' (3) The department may not modify existing processing
priorities or schedules or create processing priorities or
schedules for a particular department-provided service in order
to compel a person to enter into an agreement under this section.
However, without violating this subsection, the department may
modify its processing priorities or schedules based on the
overall operating needs of the department.'.
  In line 21, delete 'contract with private'.
  Delete line 22 and insert 'perform under the provisions of'.
  In line 27, delete 'for determining' and insert 'to determine'
and delete 'that the de-'.
  Delete line 28 and insert 'for which the authority provided in
this section may be used and for fulfilling the individual'.
