  On page 1 of the printed bill, after line 15, insert:
  ' (4) The commission may not require a person to have a
master's or doctoral degree for the issuance or renewal of an
initial teaching license.'.
  On page 2, after line 5, insert:
  ' (4) The commission may not require a person to have a
master's or doctoral degree for the issuance or renewal of a
continuing teaching license.'.
  After line 8, insert:
  '  { +  SECTION 4. + }  { + (1) Notwithstanding ORS 342.138
(2)(a) and (c), during the period beginning on the effective date
of this 2003 Act and ending on June 30, 2005, the Teacher
Standards and Practices Commission shall consider a person who
has a master's or doctoral degree to have met the requirements of
ORS 342.138 (2)(a) and (c) and may not require the person to
receive additional education or training for issuance of a
continuing teaching license.
  ' (2) During the 2003-2005 biennium, the commission shall study
the policy issues that have arisen from the implementation of the
continuing teaching license. Prior to February 1, 2005, the
commission shall report to the Seventy-third Legislative Assembly
about the implementation of the continuing teaching license. + }

  In line 9, delete '4' and insert '5'.
