'; and declaring an emergency'.
  On page 2, line 2, after 'body' insert ', including the
constitutionality of the ordinance, resolution or regulation'.
  After line 5, insert:
  '  { +  SECTION 2. + }  { + This 2003 Act being necessary for
the immediate preservation of the public peace, health and
safety, an emergency is declared to exist, and this 2003 Act
takes effect on its passage. + } ' .
