  On page 1 of the printed bill, line 28, delete 'Except as
otherwise provided in this paragraph,'.
  In line 29, after 'agency' delete the rest of the line and line
30 and insert 'if'.
  In line 31, delete '(B) May not disburse moneys to the
collection agency before' and before 'form' insert ' completed'.
  On page 2, line 1, after the first 'department' delete the rest
of the line and insert a semicolon.
  Delete lines 2 through 6 and insert:
  ' (B) May reinstate disbursements to the obligee if:
  ' (i) The obligee requests that disbursements be made directly
to the obligee;
  ' (ii) The collection agency violates any provision of this
subsection; or
  ' (iii) The Department of Consumer and Business Services
notifies the Department of Justice that the collection agency is
in violation of the rules adopted under section 4 of this 2003
Act;'.
  In line 7, delete '(E)' and insert '(C)'.
  In line 9, delete '(F)' and insert '(D)'.
  In line 24, after 'received' insert 'unless the collection
agency, if allowed by the terms of the agreement between the
collection agency and the obligee, hires an attorney to perform
legal services on behalf of the obligee'.
  In line 29, delete 'length and termination' and insert ' fees,
penalties, termination and duration'.
  On page 5, line 7, delete 'Except as otherwise provided in this

  In line 8, after 'agency' delete the rest of the line and line
9 and insert 'if'.
