  Permits use of moneys from General Fund to pay for expenses of
operating Oregon Veterans' Home.
  Declares emergency, effective July 1, 2003.
 
                        A BILL FOR AN ACT
Relating to Oregon Veterans' Home; amending ORS 408.365; and
  declaring an emergency.
Be It Enacted by the People of the State of Oregon:
  SECTION 1. ORS 408.365 is amended to read:
  408.365.   { - (1) When the Oregon Veterans' Home is
constructed, if it becomes necessary to expend additional state
moneys to pay for the expenses of operating the Oregon Veterans'
Home, moneys shall not be appropriated from the General Fund for
that purpose. - }
    { - (2) - }  Moneys to pay for the expenses of operating the
Oregon Veterans' Home   { - shall - }   { + may + } be
appropriated   { - only - }  from:
   { +  (1) The General Fund; + }
    { - (a) - }   { + (2) + } The Oregon War Veterans' Fund
pursuant to section 1 (1)(e), Article XI-A, Oregon Constitution;
and
    { - (b) - }   { + (3) + } Moneys donated to the trust fund
established by the Director of Veterans' Affairs under ORS
406.050 for the purpose of paying for the expenses of operating
the Oregon Veterans' Home, or moneys in the trust fund that the
director determines may be expended for those purposes.
  SECTION 2.  { + This 2003 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2003 Act takes effect July 1,
2003. + }
