  On page 2 of the printed bill, delete lines 2 through 45 and
delete page 3 and insert:
  '  { +  SECTION 1. + }  { + (1) The Oregon Post-Secondary
Education Council Task Force is created for the purpose of
increasing the coordination among the post-secondary institutions
in this state.
  ' (2) The task force shall consist of the following 11 members:
  ' (a) The Governor or the Governor's representative;
  ' (b) Two members of the Senate appointed by the President of
the Senate;
  ' (c) Two members of the House of Representatives appointed by
the Speaker of the House of Representatives; and
  ' (d) Six members appointed by the Governor.
  ' (3) The task force shall be chaired by one of the members
appointed by the Governor and may contract for staff support as
needed. Support staff shall be paid from moneys available to the
task force.
  ' (4) Members of the task force who are not members of the
Legislative Assembly are entitled to compensation and expenses in
the manner and amounts provided for in ORS 292.495. Claims for
compensation and expenses incurred in performing functions for
the task force shall be paid out of funds available to the task
force.
  ' (5) The duties of the task force include identifying:
  ' (a) Models of statewide post-secondary education planning,
coordination, monitoring and policy analysis from other states;
and
  ' (b) Outcomes that might derive from creating a statewide
Post-Secondary Education Policy Council that would coordinate,
monitor and analyze statewide post-secondary education policy in
cooperation and consultation with the post-secondary education
community.
  ' (6) For the purpose of performing the duties required under
subsection (5) of this section, the task force shall be assisted
by an advisory committee consisting of:
  ' (a) A president of a community college, who is selected by
the Governor;
  ' (b) The president of Oregon Health and Science University or
a president of an institution in the Oregon University System,
who is selected by the Governor;
  ' (c) A president of an independent nonprofit post-secondary
institution, who is selected by the Governor;
  ' (d) The Commissioner for Community College Services;
  ' (e) The Chancellor of the Oregon University System;
  ' (f) The chairperson of the Oregon Student Assistance
Commission;
  ' (g) The executive director of the Teacher Standards and
Practices Commission;
 
 
  ' (h) A representative from the Oregon Independent Colleges
Association, who is selected by the Governor based on the
recommendation of the executive director of the association;
  ' (i) A representative from the Oregon Community College
Association, who is selected by the Governor based on the
recommendation of the executive director of the association; and
  ' (j) A representative from the Oregon Student Association, who
is selected by the Governor based on the recommendation of the
executive director of the association.
  ' (7) The task force may solicit and accept moneys from private
sources for the purpose of funding the activities of the task
force as described under this section. Moneys received by the
task force shall be deposited in the Oregon Post-Secondary
Education Council Task Force Account established under section 3
of this 2003 Act. + }
  '  { +  SECTION 2. + }  { + The Oregon Post-Secondary Education
Council Task Force created under section 1 of this 2003 Act shall
report its findings and recommendations to the Seventy-third
Legislative Assembly in the manner provided in ORS 192.245 no
later than January 31, 2005. + }
  '  { +  SECTION 3. + }  { + (1) The Oregon Post-Secondary
Education Council Task Force Account is established in the State
Treasury separate and distinct from the General Fund. Interest
earned on the account shall be credited to the account.
  ' (2) All moneys in the account are continuously appropriated
to the Oregon Post-Secondary Education Council Task Force created
under section 1 of this 2003 Act for the purpose of funding the
activities of the task force.
  ' (3) Any moneys remaining in the account on January 2, 2006,
shall be returned to the contributors of the moneys in proportion
to the amounts contributed. + }
  '  { +  SECTION 4. + }  { + Sections 1 to 3 of this 2003 Act
are repealed on January 2, 2006. + }
  '  { +  SECTION 5. + }  { + This 2003 Act being necessary for
the immediate preservation of the public peace, health and
safety, an emergency is declared to exist, and this 2003 Act
takes effect on its passage. + } ' .
