                             SUMMARY

brief statement of the essential features of the measure as
introduced.
 
  Creates Oregon Post-Secondary Education Council Task Force for
purpose of increasing coordination among post-secondary
institutions in state.
  Sunsets January 2, 2006.
  Declares emergency, effective on passage.
 
                        A BILL FOR AN ACT
Relating to post-secondary education task force; appropriating
  money; and declaring an emergency.
  Whereas Oregon is home to numerous accredited and duly licensed
post-secondary institutions in a variety of forms, including
public institutions, private nonprofit institutions and private
for-profit institutions; and
  Whereas the institutions are the principal educational and
training mechanisms by which the residents of Oregon prepare
themselves for lives that are fulfilling and rewarding to
themselves, their families, their communities, the nation and the
world; and
  Whereas the institutions provide, in their variety and
totality, access to post-secondary education for all segments of
Oregon's richly diverse population, including many for whom
post-secondary education creates the first opportunity for entry
into the mainstream of society; and
  Whereas such great diversity of post-secondary education
programs and institutions is highly desirable in attracting
students of varied interests, aptitudes and backgrounds; and
  Whereas the institutions provide basic and applied research
that generates new knowledge and applies it to the development of
new products and processes essential for Oregon's economic
growth; and
  Whereas the institutions attract talented faculty and staff who
substantially enhance not only their classrooms, but also their
communities through economical, social and cultural
contributions; and
  Whereas the demand for post-secondary education opportunities
continues to grow throughout Oregon; and
  Whereas Oregon would economically benefit from partnering with
the private sector for the purpose of satisfying the increased
demand for post-secondary education; and
 
 
  Whereas state-level post-secondary education policy currently
is formulated and administered in numerous state agencies and
offices that frequently are not connected; and
  Whereas the people of Oregon would greatly benefit from better
coordinated information about their post-secondary education
options, from more integration of programs and services among
Oregon's various post-secondary institutions and agencies and
from a more well-reasoned and targeted distribution of public and
private resources supporting post-secondary education activities;
now, therefore,
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + (1) The Oregon Post-Secondary Education Council
Task Force is created for the purpose of increasing the
coordination among the post-secondary institutions in this state.
  (2) The task force shall consist of the following 11 members:
  (a) The Governor or the Governor's representative;
  (b) Two members of the Senate appointed by the President of the
Senate;
  (c) Two members of the House of Representatives appointed by
the Speaker of the House of Representatives; and
  (d) Six members appointed by the Governor.
  (3) The task force shall be chaired by one of the members
appointed by the Governor and may contract for staff support as
needed. Staff support shall be paid from moneys appropriated to
the task force.
  (4) Members of the task force who are not members of the
Legislative Assembly are entitled to compensation and expenses in
the manner and amounts provided for in ORS 292.495. Claims for
compensation and expenses incurred in performing functions for
the task force shall be paid out of funds appropriated to the
task force.
  (5) The duties of the task force include identifying:
  (a) Models of statewide post-secondary education planning,
coordination, monitoring and policy analysis from other states;
  (b) Positive outcomes that might derive from linking or merging
some of Oregon's existing state agencies into a statewide
Post-Secondary Education Policy Council that would plan,
coordinate, monitor and analyze statewide post-secondary
education policy in cooperation and consultation with the
post-secondary education community;
  (c) The most desirable purview and boundaries of authority of a
Post-Secondary Education Policy Council and the accompanying
changes that would be required in existing institutional
governance structures and policies;
  (d) New or revised state-level laws, rules, policies or
programs that would enhance the articulation of programs and
services among all post-secondary education providers; and
  (e) The most cost-effective and efficient ways of satisfying
the post-secondary education needs and desires of all Oregonians.
  (6) For the purpose of performing the duties required under
subsection (5) of this section, the task force shall be assisted
by an advisory committee consisting of:
  (a) A president of a post-secondary institution who is selected
by the Governor based on recommendations by representatives of
community colleges, independent post-secondary institutions,
public post-secondary institutions and proprietary post-secondary
institutions;
  (b) The Commissioner for Community College Services;
  (c) The Chancellor of the Oregon University System;
  (d) The chairperson of the Oregon Student Assistance
Commission;
  (e) The executive director of the Teacher Standards and
Practices Commission;
  (f) A representative from the Oregon Independent Colleges
Association who is selected by the Governor based on the
recommendation of the executive director of the association;
  (g) A representative from the Oregon Community College
Association who is selected by the Governor based on the
recommendation of the executive director of the association;
  (h) A representative from the Oregon Student Association who is
selected by the Governor based on the recommendation of the
executive director of the association; and
  (i) A representative from the Oregon Career College Association
who is selected by the Governor based on the recommendation of
the executive director of the association. + }
  SECTION 2.  { + The Oregon Post-Secondary Education Council
Task Force created under section 1 of this 2003 Act shall report
its findings and recommendations to the Seventy-third Legislative
Assembly in the manner provided in ORS 192.245 no later than
January 31, 2005. + }
  SECTION 3.  { + Sections 1 and 2 of this 2003 Act are repealed
on January 2, 2006. + }
  SECTION 4.  { + There is appropriated to the Oregon
Post-Secondary Education Council Task Force created under section
1 of this 2003 Act, for the biennium beginning July 1, 2003, out
of the General Fund, the amount of $500,000, for the purpose of
funding the activities of the task force. + }
  SECTION 5.  { + This 2003 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2003 Act takes effect on its
passage. + }
