SUMMARY
The following summary is not prepared by the sponsors of the

brief statement of the essential features of the measure as
introduced.
Requires school district to submit data that tracks talented
and gifted children when district applies for state funds for
programs and services related to talented and gifted children.
Applies to applications for funding submitted on or after
effective date of Act.
Declares emergency, effective July 1, 2003.
A BILL FOR AN ACT
Relating to Oregon Talented and Gifted Education Act; and
declaring an emergency.
Be It Enacted by the People of the State of Oregon:
SECTION 1. { + Section 2 of this 2003 Act is added to and made
a part of ORS 343.391 to 343.413. + }
SECTION 2. { + When a school district applies for state funds
under ORS 343.399, the district shall include with the
application data that:
(1) Tracks talented and gifted children who have been in a
special educational program or used special educational services;
(2) Demonstrates how the program or services affected the
performances of the children in school. + }
SECTION 3. { + Section 2 of this 2003 Act applies to
applications submitted to the Superintendent of Public
Instruction on or after the effective date of this 2003 Act. + }
SECTION 4. { + This 2003 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2003 Act takes effect July 1,
2003. + }
