  Requires Department of Transportation  { - , when determining
lowest responsible bidder on contract to purchase motor vehicle
plates, to estimate economic impact of awarding contract to
nonresident bidder. Requires department to add estimated cost of
economic impact to bid of nonresident bidder and award contract
to lowest responsible bidder - }  { +  to advertise for bids to
purchase motor vehicle registration plates and plates for motor
carriers in 2003 + }.
  Declares emergency, effective on passage.
 
                        A BILL FOR AN ACT
Relating to public contract for motor vehicle plates; and
  declaring an emergency.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + In 2003, the Department of Transportation shall
advertise for bids on a public contract for the purchase of motor
vehicle registration plates and plates required to be affixed to
motor carriers on the first anniversary of the date such a public
contract was executed in 2002. + }
  SECTION 2.  { + This 2003 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2003 Act takes effect on its
passage. + }
