Requires motor vehicle registration plates and plates required
to be affixed to motor carriers to be manufactured in Oregon by
private contractor. Provides exceptions.
A BILL FOR AN ACT
Relating to manufacture of motor vehicle plates.
Be It Enacted by the People of the State of Oregon:
SECTION 1. { + Section 2 of this 2003 Act is added to and made
a part of ORS 279.545 to 279.748. + }
SECTION 2. { + (1) Except as provided in subsection (2) of
this section, motor vehicle registration plates and plates
required to be affixed to motor carriers shall be manufactured in
this state by a private sector contractor. All requests for bids
and all public contracts for such work shall so stipulate.
(2) The work referred to in subsection (1) of this section may
be performed outside this state if the Oregon Department of
Administrative Services determines that:
(a) The work cannot be performed within this state; or
(b) The lowest price for which the work can be procured within
the state exceeds the price usually and customarily charged by an
Oregon business to private persons for work of similar character
and quality. + }
