  Imposes moratorium on enactment of health insurance mandates.
  Sunsets January 2, 2011.
 
                        A BILL FOR AN ACT
Relating to health insurance mandates.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + (1) The Legislative Assembly finds that:
  (a) The number of Oregonians without private health insurance
is increasing at the same time that health insurance premiums are
increasing;
  (b) Mandated coverage of certain benefits and providers
increases the cost of premiums;
  (c) Small employers and individual purchasers are especially
impacted by escalating premium costs; and
  (d) A moratorium on insurance mandates will help control
growing premium costs and make insurance more affordable,
especially for small employers and individual purchasers.
  (2) The Legislative Assembly may not enact any legislative
measures that mandate a health insurance coverage, whether by
requiring payment for certain providers or by requiring an
offering of a health insurance coverage by an insurer or health
care service contractor as a component of individual or group
health insurance policies. + }
  SECTION 2.  { + Section 1 of this 2003 Act is repealed on
January 2, 2011. + }
