  Appropriates moneys from General Fund to Department of Higher
Education for certain activities of Oregon State University
Extension Service.
  Declares emergency, effective July 1, 2003.
 
                        A BILL FOR AN ACT
Relating to Oregon State University Extension Service;
  appropriating money; and declaring an emergency.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + In addition to and not in lieu of any other
appropriation, there is appropriated to the Department of Higher
Education, for the biennium beginning July 1, 2003, out of the
General Fund, the amount of $50,000, which may be expended only
for the Oregon State University Extension Service to deliver
educational programs and materials about nutrition, food safety
and food security to low-income people. + }
  SECTION 2.  { + This 2003 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2003 Act takes effect July 1,
2003. + }
