Delete lines 4 through 29 and insert:
' { + SECTION 1. + } { + (1) The State Commission on
Children and Families, in coordination with the Commission for
Child Care, shall establish strategies based on the Oregon Cares
model to improve the quality, stability and safety of child care
through compensation linked with professional development. The
State Commission on Children and Families shall support
strategies based on the Oregon Cares model statewide through
local commissions on children and families as additional child
care funding becomes available from the federal or state
government.
' (2) The State Commission on Children and Families and the
Commission for Child Care, in carrying out the requirements of
subsection (1) of this section, shall focus on:
' (a) Scholarships and reimbursements for education and
training for child care providers;
' (b) Wage incentives that are tied to completion of education
and training by child care providers;
' (c) Specific methods to reduce turnover of child care
providers; and
' (d) Specific methods to increase the professional development
of child care providers.
' (3) Local commissions on children and families may establish
local or regional strategies based on the Oregon Cares model to
improve the quality, stability and safety of child care through
compensation linked with professional development. + }
' { + SECTION 2. + } { + The State Commission on Children
and Families, in consultation with the Commission for Child Care,
the Oregon Child Care Resource and Referral Network, the Oregon
Center for Career Development in Childhood Care and Education and
other child care agencies and advocates, shall:
' (1) Establish eligibility criteria and application and
approval processes for implementation of strategies established
under section 1 of this 2003 Act.
' (2) Develop a mechanism to distribute funds through local
commissions on children and families to child care providers.
' (3) Determine the amount of wage incentives child care
providers are eligible to receive under the strategies
established under section 1 of this 2003 Act.
' (4) Approve education and training activities for which child
care providers may receive scholarships and reimbursements. + }
' { + SECTION 3. + } { + All moneys received by the State
Commission on Children and Families for child care strategies
established under section 1 of this 2003 Act shall be deposited
into the State Commission on Children and Families Account and
are continuously appropriated to the commission to carry out its
duties under sections 1 and 2 of this 2003 Act. + } ' .
