                             SUMMARY
 
The following summary is not prepared by the sponsors of the

brief statement of the essential features of the measure as
introduced.
 
  Requires majority of voters in territory proposed to be annexed
and majority of voters in city or district annexing territory to
approve annexation plan under which city or district may annex
territory within urban growth boundary.
 
                        A BILL FOR AN ACT
Relating to annexation of territory by urban service provider;
  amending ORS 195.215.
Be It Enacted by the People of the State of Oregon:
  SECTION 1. ORS 195.215 is amended to read:
  195.215. (1) The governing body of the city or district shall
determine the results of the election from the official figures
returned by the county clerk. If the governing body of the city
finds that a majority of   { - all of - }  the votes cast in the
territory and  { + a majority of the votes cast in + } the city
favor the annexation plan,   { - then - }  the  { + city + }
governing body, by resolution or ordinance, shall   { - proclaim
the adoption of - }   { + declare + } the annexation plan  { +
approved + }. The governing body of the district shall certify
the results of the election to the appropriate county governing
body.

  { - of - }  the annexation plan, the county governing

declaring approval of the annexation plan shall contain a legal
description of each territory annexed.
  (2) Annexation of particular tracts of territory shall take
effect in accordance with the provisions of the adopted
annexation plan.
