Directs Department of Human Services to establish residential
center for vocational training and employment of persons with
mental illness and persons recovering from mental illness.
A BILL FOR AN ACT
Relating to mental illness.
Be It Enacted by the People of the State of Oregon:
SECTION 1. { + Section 2 of this 2003 Act is added to and made
a part of ORS 426.005 to 426.390. + }
SECTION 2. { + (1) For the purposes of increasing the
independence and abilities of mentally ill persons and persons
recovering from mental illness to lead satisfying and productive
lives, the Department of Human Services shall establish a
residential center for the vocational training and employment of
mentally ill persons and persons recovering from mental illness.
(2) In addition to any other requirements that may be
established by rule by the department, the department shall
provide the following basic services at the residential center
described in subsection (1) of this section:
(a) General medical care and treatment;
(b) Specialized treatment for mental illness;
(c) Vocational training; and
(d) Programs for the employment of mentally ill persons and
persons recovering from mental illness, including the development
and operation of programs that may become self-supporting through
the production and sale of specific products.
(3) The department shall adopt rules establishing:
(a) Criteria for eligibility for services under this section;
(b) Duration of services received under this section;
(c) Specific programs and services to be provided under this
section;
(d) Requirements for the development of service plans for
persons receiving services under this section; and
(e) Other provisions the department determines are necessary to
administer this section. + }
