  In line 17, after '(a)' delete the rest of the line and line 18

growth boundary; or'.
  In line 19, before 'residence' insert 'person in each'.
  In line 20, delete 'in a rural area' and insert 'not located
within an urban growth boundary'.
  On page 2, delete lines 7 through 22.
  In line 23, delete '3' and insert '2'.
