SUMMARY
The following summary is not prepared by the sponsors of the
measure and is not a part of the body thereof subject to
consideration by the Legislative Assembly. It is an editor's
brief statement of the essential features of the measure as
introduced.
Directs Portland State University to conduct study on how
university may support economic development in Portland
metropolitan region.
Appropriates moneys from General Fund to Department of Higher
Education for study.
Declares emergency, effective July 1, 2003.
A BILL FOR AN ACT
Relating to economic development by Portland State University;
appropriating money; and declaring an emergency.
Be It Enacted by the People of the State of Oregon:
SECTION 1. { + (1) Portland State University shall conduct a
study on how the university may use its assets to support
economic development, create jobs and enhance productivity of key
industries located in the Portland metropolitan region.
(2) The study shall examine the:
(a) Effect on the economic development of the Portland
metropolitan region of a business incubator that links the
research capacity of the university to business creation and
sustainability;
(b) Current capacity of the university to support business
enterprises and development;
(c) Ways the university may support economic development
through federal, state and local education and business programs;
and
(d) Ways the university may support economic development in
conjunction with federal, state and local agencies.
(3)(a) Prior to October 1, 2004, Portland State University
shall provide a report to the Oregon Economic and Community
Development Commission, the State Board of Higher Education and
the Legislative Committee on Trade and Economic Development or
another appropriate interim legislative committee in the manner
provided in ORS 192.245.
(b) The report shall include the results of the study,
recommendations for legislation and proposed funding necessary to
implement the recommendations of the study. + }
SECTION 2. { + Section 1 of this 2003 Act is repealed on
January 2, 2005. + }
SECTION 3. { + There is appropriated to the Department of
Higher Education, for the biennium beginning July 1, 2003, out of
the General Fund, the amount of $45,000 for the purpose of
Portland State University conducting a study as required by
section 1 of this 2003 Act. + }
SECTION 4. { + This 2003 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2003 Act takes effect July 1,
2003. + }
