  On page 1 of the printed bill, line 2, after the first
semicolon delete the rest of the line and insert 'and declaring
an emergency.'.
  In line 7, delete '30' and insert '90'.
  In line 10, after 'effective' insert 'the earlier of'.
  On page 2, after line 10, insert:
  ' (5) A creditor must recompute the payment schedule to
amortize the balance of the obligation or liability over the
remainder of the obligation or liability at a rate of interest
determined under subsection (2) or (4) of this section.'.
  In line 26, delete 'must' and insert 'may'.
  In line 36, delete 'shall' and insert 'may'.
  In line 40, delete 'and hearing'.
  After line 44, insert:
  ' (4) An application filed under this section may not be deemed
as consent to the jurisdiction of any court of this state.'.
  On page 3, delete lines 2 through 17 and insert:
  '  { +  SECTION 11. + }  { + This 2003 Act being necessary for
the immediate preservation of the public peace, health and
safety, an emergency is declared to exist, and this 2003 Act
takes effect on its passage. + } ' .
