                             SUMMARY

  Requires Board on Public Safety Standards and Training to
establish open enrollment process for police officer training for
basic certification. Requires board to establish fees to cover
costs of training.
 
                        A BILL FOR AN ACT
Relating to police officer training.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + Section 2 of this 2003 Act is added to and made
a part of ORS 181.610 to 181.712. + }
  SECTION 2.  { + (1) The Department of Public Safety Standards
and Training shall recommend and the Board on Public Safety
Standards and Training shall establish by rule an open enrollment
process that will allow a person who is not employed by a law
enforcement unit to attend the department training that is
required for basic certification as a police officer under ORS
181.665.
  (2) The department shall recommend and the board shall
establish by rule qualifications for admission to the training
through the open enrollment process. The qualifications must
include, but need not be limited to, a requirement that an
applicant be recommended for enrollment by a law enforcement
unit.  The recommending law enforcement unit shall conduct any
background check of the applicant that may be required to verify
that the applicant meets the qualifications established under
this subsection.
  (3) The department shall admit a person who applies through the
open enrollment process to the training if:
  (a) The applicant meets the qualifications established under
subsection (2) of this section; and
  (b) There is space available in the training after giving first
priority in attendance to police officers.
  (4) The department shall recommend and the board shall
establish by rule fees for enrollment in the training. The board
shall include in the fees tuition for training and other charges
found by the board to be necessary to carry out the training. + }
