  Delete lines 6 through 16 of the printed bill and insert:

174.111, may not execute a collective bargaining agreement with
the exclusive representative of an appropriate bargaining unit of
state government employees before the Legislative Assembly has
appropriated funds to state government for the biennium that
encompasses the duration of the agreement. + } ' .
