                             SUMMARY
 
The following summary is not prepared by the sponsors of the
measure and is not a part of the body thereof subject to
consideration by the Legislative Assembly. It is an editor's
brief statement of the essential features of the measure as
introduced.
 
  Directs Joint Legislative Committee on Ways and Means to give
funding priority to activities required by law. Directs
committee, as far as practicable, to follow recommendations of
Oregon Progress Board.
 
                      CONCURRENT RESOLUTION
  Whereas the Oregon of the future can provide unparalleled
economic opportunities while maintaining Oregon's traditional
values by pursuing its future with perseverance and clarity of
purpose; and
  Whereas Oregon is in the midst of massive economic, social and
environmental transitions created by technological changes,
global competition and changing population demographics; and
  Whereas, to expand economic opportunities while maintaining
Oregon's unique quality of life in the face of change, Oregonians
must have a vision for their preferred future that spans
economic, social and environmental concerns; and
  Whereas recent economic conditions have limited resources
available to the state to carry out required and desired
activities; now, therefore,
Be It Resolved by the Legislative Assembly of the State of
  Oregon:
  That, when formulating budgets, the Joint Legislative Committee
on Ways and Means shall:
  (1) Fund activities in the following priority:
  (a) Activities required by the Oregon Constitution.
  (b) Activities required by the United States Constitution or
federal statutory law.
  (c) Activities required by state statutory law.
  (2) Follow, to the greatest degree practicable, the
recommendations of the Oregon Progress Board under ORS 285A.165.
