request of Jim Wright)
Whereas former member of the Oregon House of Representatives
Benjamin (Kip) Lombard Jr. died March 27, 2003, at 62 years of
age; and
Whereas Kip Lombard served the people of Oregon as state
Representative from Jackson and Klamath Counties from 1977 to
1985; and
Whereas Kip Lombard, descendant of Thomas H. Tongue, who
represented Oregon's First Congressional District from 1897 to
1903, was raised in Oregon, graduated from Oregon public schools,
graduated with honors as a member of the first class of the
University of Oregon Honors College, was an avid University of
Oregon Ducks fan and served on the Jackson County Education
Service District and Southern Oregon University's Regional
Advisory Board, all of which made him a strong advocate for
Oregon's educational systems; and
Whereas Kip Lombard served his entire legislative career as a
member of the minority party and as a member of the House
Judiciary Committee and as such maintained an exemplary and
cordial relationship with members on both sides of the aisle,
maintaining that governance of the state is above partisan
politics and the art of compromise is also the art of
statesmanship; and
Whereas Kip Lombard showed what it is to be a true politician
and statesman, unselfish and skilled in the art of governance;
and
Whereas Kip Lombard, while taking little credit for
legislation, was instrumental in the passage of much important
legislation, including the bill linking alcohol and drug
conviction to suspension of teenage driving privileges, Oregon's
Vote by Mail law, sentence reform and funding for the Southern
Oregon University Stolp Theater Building; and
Whereas Kip Lombard, at the behest of Governor Atiyeh, served
on the Western States Water Council and, while in the
legislature, served on the Council of State Governments Western
Region as chair of its Water Committee; and
Whereas Kip Lombard, when he chose to retire from the
legislature in order to raise his family and practice law in
Ashland, became one of Oregon's foremost authorities in water law
and continued to represent Oregon agricultural water users before
the legislature until 1999; and
Whereas Kip Lombard, a member of the American Bar Association,
the Oregon State Bar Association and the Jackson County Bar
Association, worked to faithfully and conscientiously represent
his clients as a recognized expert in estate law; and
Whereas Kip Lombard, an Eagle Scout and father of three Eagle
Scouts, served as a volunteer for the Boy Scouts of America and
as a troop leader; and

Whereas Kip Lombard served as a volunteer on the Board of
Directors for the Oregon Shakespeare Festival Association, the
Kiwanis, the Oregon Water Trust, the Ashland Chamber of Commerce
and the Boy Scouts of America Executive Board; and
Whereas Kip Lombard, known for his endeavors in social
responsibility and his compassion for all peoples and recognized
by the Ashland Chamber of Commerce as Ashland's Citizen of the
Year in 1984, had consistently been an exemplary and faithful
role model to the youth of Oregon, the residents of Oregon and
the governing bodies of Oregon; now, therefore,
Be It Resolved by the Legislative Assembly of the State of
Oregon:
That we, the members of the Seventy-second Legislative
Assembly, mourn the passing of former state Representative
Benjamin (Kip) Lombard Jr., extend our condolences to his family
and express our sincere appreciation for his honest hard work,
sense of fairness and generous help for others without concern
for recognition or recompense; and be it further
Resolved, That a copy of this resolution be presented to our
late colleague's wife, Bernadette, his children, Christopher, Ian
and Russell, and his grandson, Samuel Benjamin, as an expression
of the esteem in which we hold the memory of former state
Representative Benjamin (Kip) Lombard Jr.
