SUMMARY

brief statement of the essential features of the measure as
introduced.
In memoriam: Gerald J. (Jerry) Bieberle.
CONCURRENT RESOLUTION
Whereas former Oregon State Community Services manager and
respected lobbyist, Gerald J. (Jerry) Bieberle, died August 19,
2001, at 59 years of age; and
Whereas Jerry Bieberle served Oregon by melding politics and
passion to provide a voice for those without one; and
Whereas Jerry Bieberle graduated in 1964 from Aquinas College
in his hometown of Grand Rapids, Michigan; and
Whereas Jerry Bieberle served three years in the Vietnam War as
a Navy lieutenant; and
Whereas in 1968 Jerry Bieberle was on the advance staff in
Indiana, South Dakota and California for the campaign of
presidential candidate Robert F. Kennedy; and
Whereas Jerry Bieberle moved to Oregon to become assistant
manager and then manager of Oregon State Community Services; and
Whereas Jerry Bieberle became concerned in 1985 that poverty
programs would be consumed within the state budget under block
grants and he left state employment; and
Whereas Jerry Bieberle began his career as a lobbyist by
representing the Community Action Directors of Oregon and added
the Association of Oregon Community Development Organizations,
Residential Providers Association of Oregon, Oregon Law Center,
United Way of the Columbia/Willamette and the Oregon Fryer
Commission as clients; and
Whereas Jerry Bieberle, noting the need for social service
advocates to work together, was one of the founders of the Human
Services Coalition of Oregon in 1986 and served as its co-chair
for four years; and
Whereas Jerry Bieberle, seeking reliable, timely research on
essential public services and their funding, was a cofounder of
the Oregon Center for Public Policy and served as its first
president; and
Whereas Jerry Bieberle, acknowledging the need for affordable
housing, was one of the founders and co-chair of the Housing
Lobby Coalition and was instrumental in the establishment of the
Oregon Housing Fund; and
Whereas Jerry Bieberle in his last legislative advocacy
shepherded House Joint Resolution 65 (2001), which established
the goal of addressing the need for affordable housing for
low-income Oregonians by the year 2011, through both chambers of
the Legislative Assembly; now, therefore,
Be It Resolved by the Legislative Assembly of the State of
Oregon:
That we, the members of the Seventy-second Legislative
Assembly, mourn the passing of former public servant Gerald J.
(Jerry) Bieberle, a passionate advocate for all Oregonians,
particularly the poor, the vulnerable and the voiceless; and be
it further
Resolved, That we extend our condolences to his family and
express our sincere appreciation for our friend, who worked
tirelessly and with consummate compassion to better our shared
community; and be it further
Resolved, That a copy of this resolution be presented to Pat C
Murphy, Jerry's wife, as an expression of the esteem in which we
hold the memory of our late friend.
